Atlantic City, 1920. Con l'entrata in vigore del Proibizionismo, Enoch "Nucky" Thompson, in parte boss mafioso e in parte politico corrotto, ordisce un piano per rendere ricco lui e i suoi soci vendendo il liquore divenuto illegale.
